My guess is that it's one of the public housing estates in Tin Shui Wai, the setting for Ann Hui's The Way We Are and Night and Fog (I think, haven't see it). From fuzzy memory, a lot of mainlanders settle here and is notorious for suicides who leap from the buildings.
Thanks, Dennis--I thought they had to be some type of public housing since the buildings are so uniform and ugly. They were built since the public housing with which I am most familiar, Robert Taylor Homes in Chicago, were torn down.
